20 March 2001 Mr. Clay Johnson Dear Mr. Johnson: I am writing on behalf of the Institute of Electrical and Electronics Engineers - United States of America (IEEE-USA) to recommend Dr. Dharmendra "Dave" K. Sharma as a highly qualified candidate for appointment as principal deputy assistant secretary in the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy. Dr. Sharma is currently a consultant in the areas of energy sciences, technology and transportation and has extensive management and engineering experience in the field of electricity and energy-related research with the Electric Power Research Institute and General Electric. He was appointed Administrator of the U.S. Department of Transportation's Research and Special Programs Administration (1994-1997), where he worked closely with the Department of Energy in establishing a jointly-funded electric vehicle infrastructure development program. Dr. Sharma is a Fellow of IEEE and served for two years (1991-1992) as an IEEE-USA Congressional Fellow on the staff of Senator Wendell Ford as an advisor on research and technology policy issues related to energy and natural resources (including energy efficiency and conservation and renewable energy technologies. In additional to his strong program management and technical qualifications, Dr. Sharma's work with the federal government and U.S. Congress has given him an excellent knowledge of federal agencies and an in-depth understanding of the federal budget and legislative process.
