Dear Mr. Johnson:

I am writing on behalf of the Institute of Electrical and Electronics Engineers - United States of America (IEEE-USA) to recommend Dr. Robert M. White as a highly qualified candidate for appointment as Assistant to the President for Science and Technology Policy (and Director of the Office of Science and Technology Policy).

An accomplished scientist, educator, executive, and government official, Dr. White would bring to this post an intimate knowledge of science and technology policy, coupled with a broad perspective of the needs and interests of the various communities that comprise science, engineering and technology. An IEEE Fellow, Dr. White is currently a professor of electrical and computer engineering at Carnegie-Mellon University. His long and distinguished career includes service as Under Secretary for Technology in the U.S. Department of Commerce under President George H. Bush, in which role he managed the Commerce Department's Technology Administration with oversight responsibility over the National Institute of Standards and Technology, the National Technical Information Service, and the Office of Technology Policy. As Under Secretary, he played a key leadership role in interagency science and technology initiatives, including his role as chair of Committee on Industry and Technology within OSTP's coordinating council structure. He also brings a practical industry perspective from his years as Chief Technical Officer and Vice President for R&D with Control Data Corporation and other posts. His extensive experience is outlined in more detail in the attached curriculum vitae.

IEEE-USA believes that Dr. White will make a valuable contribution if appointed to this post since he understands the possibilities and limitations of government's role in this area and has the needed stature within the science and engineering community to effectively represent the President's S&T policies.
