Dear Senator Allard:

On behalf of the Institute of Electrical and Electronics Engineers - United States of America (IEEE-USA), I am writing to thank you for voting to approve the conference report on the Economic Growth and Tax Relief Reconciliation Act (H.R. 1836).

While IEEE members and other increasingly mobile professionals throughout the United States will derive many benefits from the new law, the retirement savings and educational incentives in the legislation are particularly important to all of us.

The new retirement savings provisions will enhance retirement security for millions of Americans by increasing allowable contributions to employer-sponsored pension plans and Individual Retirement Accounts, by making retirement savings more portable when workers change jobs and by making it less expensive for small businesses to set up and maintain retirement savings plans for their employees. The increased savings that will result will also provide much-needed investment capital for productive investment in the national economy.

The education provisions, including the extension of the IRC Section 127 exclusion for employer-provided educational assistance for graduate and undergraduate level courses, will enable more Americans of all ages to participate in education and training programs of all kinds. By so doing, the new law will help them to acquire the knowledge and skills needed to maintain their employability in today's increasingly competitive, technology-driven global economy.
