I am writing on behalf of the Institute of Electrical and Electronics Engineers – United States of America (IEEE-USA) to add our endorsement of Dr. Winfred Phillips, Vice President of Research and Dean of the Graduate School at the University of Florida, as a candidate for appointment as Assistant to the President for Science and Technology. We are pleased to join the American Association of Engineering Societies and dozens of other engineering societies in supporting Dr. Phillips, whose technical expertise, research background, management experience, and commitment to public service make him an outstanding candidate for this leadership post.

IEEE-USA believes that Dr. Phillips can offer a unique and very valuable perspective to this post, in that he not only understands government’s essential role in supporting fundamental basic research, but also appreciates the limits of that role, and what industry needs to maintain its leadership in developing the technologies that drive our economy and improve the quality of life of all Americans.
