IEEE-USA Promoting Electrotechnology Careers and Public Policy

21 June 2000

The Honorable William F. Goodling
Chairman, Committee on Education and Workforce
U.S. House of Representatives
Washington, DC 20515

The Institute of Electrical and Electronics Engineers – United States of America (IEEE-USA) sincerely appreciates your continuing concern about the need to improve the quality of teacher preparation and student performance in mathematics, science and technology education in the nation’s elementary and secondary schools. A much better grounding for all Americans in fundamental math and science problem-solving skills is absolutely essential if the United States is to maintain its position of leadership in an increasingly competitive, technology-driven global economy.

IEEE-USA is especially pleased to call your attention to and urge your support for the National Science Education Acts that were introduced by Congressman Vernon Ehlers and a bipartisan group of 15 other House cosponsors on April 13th of this year.

Taken together, these proposals provide a comprehensive legislative roadmap for much-needed improvements in mathematics, science and technology education at the Federal, state and local levels.

The National Science Education Act (H.R. 4271) calls for a major expansion and improvement of National Science Foundation administered grants programs that help to support professional development and training for K-8 math, science and technology teachers. The National Science Education Enhancement Act (H.R. 4272) provides new direction and support for Department of Education efforts to improve the teaching of math and science in the nation’s elementary and secondary schools. And the National Science Education Incentive Act (H.R. 4273) would establish significant new financial incentives in the form of refundable tax credits to encourage top notch math and science teachers to remain in their classrooms and reward businesses for their contributions to better math and science education.

More information on all of these bills is available on Congressman Ehlers’ web-site at http://www.house.gov/ehlers/issues/science.

We look forward to your active support for all three bills.

Sincerely,

Merrill W. Buckley, Jr.
IEEE-USA President
