Cyberspace Policy Review - May 2009

Quadrennial Defense Review Report - February 2010
The Department of Defense conducted the 2010
Quadrennial Defense Review (QDR) from February 2009
through January 2010. The 2010 Quadrennial Defense
Review Report advances two clear objectives: First,
to continue rebalancing America’s Armed Forces
capabilities to prevail in today’s wars, while
building the capabilities needed to deal with future
threats. Second, to continue reforming the
Department’s institutions and processes to better

Report
to the President and Congress on the Third
Assessment of the National Nanotechnology Initiative
The 21st Century Nanotechnology Research and
Development Act of 2003 (Public Law 108-153) calls
for a National Nanotechnology Advisory Panel (NNAP)
to periodically review the Federal nanotechnology
R&D program, that is, to review the NNI. The
President’s Council of Advisors on Science and
Technology is designated by Executive Order to serve
as the NNAP. PCAST’s first review of the NNI was
issued in 2005, the second in 2008. In this report,
PCAST, serving in its role as the NNAP, assessed the
effectiveness of the NNI over the past two years and
since its inception. PCAST’s observations,
conclusions, and recommendations presented here are
based on the analysis of its 2010 NNI Working Group,
consisting of 3 PCAST members and 12 additional
nongovernmental experts in nanotechnology. The
Working Group’s deliberations were informed by
discussions with government officials, industry
leaders, and technical experts from the wide range
of fields affected by nanotechnology. |

In the past
two decades, an explosion of new media and new
technologies has heralded the coming "knowledge
economy," and has brought access to extraordinary
riches of information and novel means of
communication to people and communities that have
never before had such capabilities. This explosion
in access to information and new technologies has
opened the doors to libraries, archives, and
resources containing some of the highest and best of
human cultural and intellectual products. How can we
best realize the promise of ubiquitous access to the
treasures of intellect when institutions,
established practices, and economic necessities
inherited from a different time may limit the
maximum potential of crosscutting interdisciplinary
research achievable today? Convened by the Committee
on Science and Technology of the United States House
of Representatives, and encouraged by the White
House Office of Science and Technology Policy (OSTP),
this Roundtable Report assesses and makes
recommendations in a very specific domain of the
