Introduction

Organized by the Institute of Electrical and Electronics Engineers - United States Activities (IEEE-USA) and its Technology Policy Council, the 1998 IEEE-USA Technology Policy Symposium brought together an outstanding collection of experts to:

  • Investigate the applicability and role of space technologies to disaster mitigation and global health advancement;
  • Examine the government's role and policies affecting the useful application of these technologies; and
  • Explore the private sector market opportunities these applications present.

MEDICAM & The Mobile Telemedicine Testbed Vehicle

Exhibition by the Telemedicine & Advanced Technology Research Center (TATRC), US Army, Fort Detrick, Department of Defense. The Medicam is an integrated wireless, lightweight system which provides quality video, audio and data communications between remotely located field personnel such as medics and highly trained specialists. The command station provides computer power and satellite or terrestial radio interface. A doctor or P.A. may occupy the vehicle and mentor the field personnel or pass the conference onto specialists."

Digital Imagery Exploitation and Production System (DIEPS)

Exhibition by GTE demonstrating DIEPS using aerial photographic images of disaster scenes from the recent Florida Tornado and Ice Storm in Northern New York. Additionally, a prototype interactive materials identification system using Evolutionary Computing methods applied to multi-spectral and hyper-spectral imagery and integrated with DIEPS and ERDAS Imagine products will also be demonstrated.

New Technology for Information Integration

Exhibition by Intergraph Corporation. This is a demonstration of new windows-based GIS technology which removes traditional barriers to GIS data access, data sharing and data analysis. This new technology allows decision makers to better integrate critical data from different agencies to assist in better analyses resulting in more appropriate solutions. Particularly, apropos to disaster planning and mitigation, this technology will allow government and commercial agencies to share data and make better decisions."

Settling Conflicts With MIS Rigor

Exhibition by World Vision and George Mason University (Program on Peacekeeping Policy, Institute of Public Policy). Demontrates the use of the latest Management Information Systems Technology in Complex Humanitarian Emergencies (CHEs). GMU's Conceptual Model of Peace Operations (CMPO) is currently being used for peace operations analysis for military purposes. It includes all aspects of creating peace, and is being expanded for civilian operations. The CMPO is a domain model, with systems models providing the link to solving operational problems. The peace building process is entitled, "Facilitated Problem-Solving". One successful pilot activity was conducted early in 1997 in Liberia on developing a schedule all parties/factions and civil society would be satisfied with, with their participation. Extreme contentiousness characterized the situation prior to the exercise. The result of the process was a consensus and publication of an election schedule, taking only ten days total. The Liberians evaluated the results as 4.2 on a scale of 5.0 on how well the process contributed to transparency, objectivity, and useability. Plans for further use are in process.
